When I received a call from this number it was Virginia Dominion Power with a cut off notice if a bill wasn't paid.

I received two calls from this number. I suspect a scam since my supplier is SVEC.
I did contact Dominion.

Thanks for contacting me. Your email comes the same day I did two interviews on this very subject with DC TV stations ABC7 and WUSA9. You were wise not to pick up because the call was a scam.  My guess is  that these scammers are just calling people in Virginia, regardless of what utility they have.

I’ve received several similar calls at my home as well with the same caller ID—1-866-366-4357, which is our Dominion Energy help line. The scammers have spoofed our number for their caller ID---which is illegal—but can certainly trick people into thinking it’s real.

I picked up one of the calls to my home to see what they wanted. They said they were with both “Dominion Power” and Washington Gas and were offering a 30% “discount” trying to get personal information  in order to steal money. It’s the same pitch others have received as well. When I questioned him and asked where he was based, he hung up.

We are trying hard to get the word out about these scams and we appreciate your help because we don’t anyone to become a victim.

On April 13 and April 16 . 2020  I received two phone calls allegedly from Dominion. I let them go to voice mail. They were about payment estrangements during the current current situation. The phone number used, according to caller ID was 866-366-4357.

Of course, I took no action since my location is served by SVEC. If this is a scam you (Dominion)  might issue a statement , written and on the TV news , that if you are not served by Dominion to ignore the call as a possible scam
