They keep asking for someone named Jessica.

I get called every day from this number on my cell phone.  I also get called from (866)929-5307, which apparently is from Capital One (NCO Financial).  I've never given them my cell phone #, so it's getting pretty irritating.

I just wish these callers would hire people who speak ENGLISH!
When I do answer, they're talking gibberish most times..

How do they get folks cell numbers?

DON'T give them any information. This is PHISHING SCAM!! They call you asking for your 16 digit Credit card and 9 digit Social security card. I've work at call centers and we only ask for these thing when we needed to. And this is NOT Capital One.

They said they were Capital One requesting me to catch up my account.
I DONT own a Capital One account...Looked at my credit report, no unusual or unexpected activity...and of course no Capital One account.
This is nt good.

I answered the 866 929 5306 number today. He said I was past due several months on account for which I have no balance. He was calling to get a check by phone payment. After I told him I had to check my records because something wasn't right he asked if I was born in 69 , I said no and he said he was sorry for the mistake. Sounds really off to me.

"Shamika" called, asking for Kristen....asked her to identify herself and she said "Thank You" and hung up.  If this was a legitimate call, one would have expected to receive better contact info than a hang up.

I actually haven't talked to anyone. They call and hang up after a couple rings once a day for the past few days. Highly annoying. I had an account with capital one but had some fraud activity and the easiest way to fix that in my opinion was cancel the account. Not too thrilled that someone has my phone number now.

This number calls me every day, and what I hate the most is they dont leave a message.

I called the REAL, LEGITIMATE CapitalOne and they told me that the number 866-929-5306 is from their collections department.  Therefore, it really is CapitalOne, and they are just being very aggressive and annoying about collecting money owed to them. If, when you receive an annoyance call for someone that doesn't live in your home, then you should tell them that the person they are looking for is not at your number and you don't know who they are, then they will remove you from their call list but that takes a number of days (2 weeks?). If you do owe money but feel you are being treated unfairly by them, then I suggest you pursue that matter through a government agency (though you would have to figure out which one). Good luck!

I didn't answer.  I don't answer "800 Service" ID calls.  Didn't leave message so must not be important.

They call me about every other day no one at my house has anything having to do with capital one. If they are trying to collect their money maybe they should get their info straight on who they are trying to collect from instead of bothering people like me who have nothing to do with them what so ever.

they violate the law because they call all the time and that is harassment

They are annoying and won't stop calling.

I get the same thing and this happened to me once before and I told them off and now they are doing it again. Same numbers as last time too.
