Has anyone else received a call for this number

I received a call from this number and the man who called me from this number claims to be a man by the name of John Meyer.  He has a very strong African accent, and claims to be from the I.R.S. and was calling to let me know that I won 2nd out of 75 people in Publisher's Clearing House.  I had supposedly won 10k and a brand new Denali.  All I had to have was $199.00, payable through my credit card or bank account.  When I explained to him that that would be a problem as I pay cash for everything, he reluctantly said that I could Western Union the money to a woman named Vriginia Tyler in Wincrese, TX.  He claims that she is an I.R.S. lawyer.  I have searched the internet and cannot come up with any such woman existing.  It sounds like a total scam to me and the local police department here in my town agrees.  So, heads up, beware of anyone calling you from this number wanting any money or personal information.

I just noticed that this number is from Jamaica.  I guess his accent must be Jamaican.  To me his accent sounded African, but I am from the Midwest and have never been out of the country, so I suppose I was wrong and that he must be Jamaican.  Sorry for the mix up.  Regardless though, pretty sure dude is a professional scammer.  I hope no one gets taken by him.

This number called me intermittently for virtually two days and would not speak for long, neither will she disclose her identity. She later sent me some messages as follows;

uncle stiv, am not here 2 distop u but 2 explaine1or2thingz 4 u but am not happy coz i   camt talk hapily dat y i dnt say it throu phn.2 b cntn

NOTE* I 2 dnt no u but d day i called ur nmbr iz by mistake i juzt want 2 call mi broda by dat time d fonest thing iz dat dat the same day i loz mi phn it seemz am juz dreaming by dat time and am just traing 2 call d nomber with 1 man dat i met on d main road unknowely d man iz a profet he told me a lot of thinz about d number i mistake cally last which iz yourz am not hapy cox i dont no how diz person look lk

i cant do any thing since den  coz i dont no d person i can gist diz kind of story uncle stiv am feed up dat man told me u ar d only person dant i can mary and am d only person u will mary dat god as answer mi prayer 2 let me no mi feture i dont even no how to explain diz u mi dad and mum cox it sound some how,i cant explaine with d adition of whot d man told me dat will ar from d same town and u must be d person dat will disflour me am feed up of thinking d kind of person u may be .

But one thing that baffled me was, she speak averagely well during phone call and you will never expect such to spell "trying" as "traing" Anyways, whosoever she may be and wherever she may be calling from maybe Nigeria, I don't give an iota of concern but Jesus is coming soon, she and her swindling team should rather find Jesus and His Salvation. Earth is VANITY that confluent into HELL!!

Claimed to be with publishers clearing house, when I said I wouldn't be interested he said FU and hung up.
