When I answer the phone, there is no one there

I get three or four calls each day from this number.  When I answer, there is noone speaking on the other end,
then I hear a disconnect sound.  When I try to call back, it rings, the I hear a "bing" followed by a disconnect.
I wish the telephone companies would be able to identify the caller, and if there are a number of complaints
about a caller, disable their service on the grounds of it being a public nuisance!  Or at least provide a number
for us to report these annoying calls to the FCC.

May be a fax.  They robot dial and if they get no handshake from a fax, the machine hangs up.  If you had a fax machine, at your number, my guess is you would get some junk fax.
