there was a message on my voice mail for a relative that I do know. the message says he was a investigator by the name Charles he left a case number, when I called back, after hour I realized the call was an attempt to collect a debt. therefore, they are totally misrepresenting themselves. This is illegal in the state of Illinois!

Its ILLEGAL everywhere. Debt is a civil matter and not criminal. The most that comes of this is possibly a civil suit depeding on if the debt is legitimate and not past the statue of limitations, which varies in Illinois by the type of debt (Credit card debt, unpaid bills, medical) all have different types of stautes in the lenght of time the debt is valid.
