These people keep calling my cell phone, my mother's cell phone, my mother's home phone--asking for my cousin. When I confronted them about it, they hung up on me. Are these guys scam artists?

This # keeps calling my cell & a co-worker... about a "personal financial situation". Well when you try to call them back all you ever get is a voicemail, like that helps. I think that it is a scam or the like.

Well it's obvious that Brenda Sogart works for them.  (comment posted on 2/24/09)  These are bottom feeder collection companys that buy bulk old debt for pennies on the dollar.  The continually violate the Fair Debt Collection Act and use an automated system to place calls.  If you are receiving calls from them please be aware that they cannot threaten you, mistreat you, or continually call you.  They cannot send the police after you.  They only thing they can do if file for a judgement against you in your county court, but that is highly unlikely as they have thousands of files and that is just not physically possible for them to send company reps to all the different counties in the areas they collect.  Also, check you state's statue of limitations.  There are laws protecting you from someone trying to collect on very old debt and that limitation starts from the date of last activity on the account.  If you want to settle a valid collection on yourself, try offering them a settlement, say 25 cents on the dollar.  If they won't deal with you and become belligerent on the phone let them know that you are willing to work with them, but if they continue to act like an idiot, they will hear dial tone.  Key rule...just stand your ground and don't be intimidated.  They are trained to make you get emotional and that's what they want.  So don't play the game and remain completely business-like.

I just got a call from them yesterday and today...i did not pick up.  I called back using another phone. and i got a real live person using the extention provided. I called and ask what company this is...they told me "Constar Financial Services" and i asked what they do, they told me that they are a "Collection Agency".  I think they might have the wrong person...i hope. Or could be mixing me up with my father, who has the same name as me...
NOTE: Don't name your child after you, it will screw them up in the future!

They have been calling me... They told me I had to pay a certain amount or else they will take me to court they told me that they could take my current car and garnish my wages... I am a single mother who is looking at being put on disabity because of a brain infection I got while I was pregnant. I told them I am on medical leave without pay and they don't care they threatened to take money out of my account anyway that they have means to get what they want... aren't they in arizona... and I live in florida... what should I do? Before I got the info now I payed them 200.00 to reopen because they threatened me and my newborn. I feel so stupid.

I have been getting calls from an unkown number so I am not sure if it is this company or not.  The only reason I found their name is because I get alerts on any changes on my credit reports or inquiries.  This one showed up on my credit report and when I called and asked the operator what the company was she asked me if I had ordered cable or Internet service lately, which I hadn't and the next thing I know I am forwarded to a voicemail.  I left a message, now let's see if anyone returns a call.

These people are nothing more than racketeering scam artists. I owed a company a small bill ($300.00). I paid the bill in 3 installments. That was back in Dec. of 09. The company has been paid in full, should be no problem right? Now these scam artists are trying to shake me down for $100.00 more. I checked with the company I originally owed and was told there is no balance. The bill I am getting now is from Constar not the original company I owed. I wonder how many other people are being extorted like this. I am considering legal action against them to stop them from doing this to others. At the least I am filing a complaint with the BBB.

They are, indeed, scam artists. They are currently trying to get me to send money for a car I already hold a title for.

this company started calling me and my husband on April 20 about an account we had paid off on March 15 to another collectin agency.  they claimed that they were the company that was supposed to collect on behalf of the creditor on the account we had just paid off and are now insisting that we send to them a copy of the payoff letter from the former collection agency and the settlement amount.  the person i spoke with was very aggressive and when i told him the settlement amount was none of his business, he got very beligerent and so I ended the conversation.  My husband is somewhat naive and believes the threats that these people keep issuing.  who do we inform of the threats and how many phone calls a week are they allowed to make to you? where is the line drawn on what constitutes harrassment. I will send them a copy of the payoff letter showing the account paid in full, but aren't they violating some law by insisting that we disclose the amount of the settlement?

I would check to see if the bill is paid and if not just stop crying and pay your bill. Im so sick of reading all these posts about scams and such when people sipmly are not being responsable in paying what they owe. Constar is a third part collection agency whom I settled  a 15,000 dollar bill for 2500. They were very good at giving me every option i needed to get pulled out of this car debt. one thing almost all of you above are missing is that they do not buy their debt, they are issued that paper from the actual company whom you owe money to. So anything they have in their system is a direct reflection to what is shown on your credit and what is shown to the orig company that you owe. Best advice is to suck it up call them and pay your bill because in the long run you will save much more money dealing with them then going to court.

@Krazyjoy - don't feel threatened by these azzholes. They are trained to act that way and intimidate you. They can take you to court, but depending on how much you owe, they physically do not have the time to take you to court. If they threaten you that way, I would talk to a collection attorney as I am quite sure that they have attorneys in Florida that can help you out. I would google free legal advice in florida and find out what your state's statute of limitations are. They cannot garnish your bank account unless they have taken you to court to do so. Please research your rights on the internet. There are plenty out there that they do not want you to know about.

These people are nothing but scam artist. They threatened my fiance' regarding the balance owed for his truck & demanded the money owed immediately in order to receive his title to the truck. He could never reach anyone when he called. Finally did reach someone named Greg and he said he'd been out for weeks for surgery....My fiance' has patiently waited for the title to the truck he paid this company in full, and has still not recieved it. They have given every excuse there is and there is never a person in charge to help. It's now going to an Attorney. This is nothing but a SCAM. We're out of the money sent to this company, never receiving the title to the truck and GMC knows nothing about this company or their request for money!

Sorry Calvin, you're either a schill or a moron.   Constar Financial, like nearly every other debt collection service does in fact purchase or consign debt.   This is a fact, take it from someone who once worked on the inside of one of these companies chasing people who had already filed for bankruptcy discharge.

Macy's can't get you to pay your balance, they consign companies line Constar who split the collections with them, or buy it outright for pennies on the dollar.  These companies exist simply to profit off unpaid debt.  The problem is they buy bulk and 90  out of 100 are probably legitimate while 10 are clerical errors and they will hound the 10% who don't actually owe anything to the very depths of hell.  Yes, I've even been on the receiving end of collection calls for a unpaid medical bill fubar'd by my insurance carrier.  The bottom dwellers continued to call for a year after the insurance company straightened it out and paid it to the original provider.  Of course, they told me I still owed them as they owned the paper and payment never should have been made to the original provider who had already been compensated.  So, I told them it sounds like they've got a refund coming from the Dr.s office not me.  They insisted it was me so I told them we could solve it easily if they would simply provide a copy of the written agreement I signed with their company to provide the medical services.

Don't be stupid, know your rights and pay your debts and hopefully you'll never have to deal with these companies.  The biggest mistake people make when they're in financial trouble is not answering the phone when the original debtor calls.  Macy's, Dr. Smith, GMAC are so much easier and cheaper to make payment arrangements with than these legal loan sharks.

I will make the statement up front that I have inside info about constar...that is all I will say.  However, most of these comments I haven read are half truth and half fiction.  It is true that some of these collectors cross some lines, but that simply gives some people that do proper debt collection a bad name.  This company does not purchase paper.  It works paper for all kinds of companys, some of which do purchase the debt, some don't.  Proper debt collection is cut and dry...you have three choices....pay your debt, dispute, or refuse to pay.  Don't ever be threatened with judgements or garnishment......this company does not have the power to do so.  That is left up to the owner of the paper.  Also you must keep in mind that peoples phone numbers change all the time.  If you have a number that you got up to 5 years ago, they may be looking for the person that had the number before you.  Do yourself a favor and let them know.
