The "+91" at the beginning shows that the call is an international call originating in India - so complaining to the BBB or the police will do no good.  The ten zeros indicate that the Caller ID has been spoofed to cover up who is calling.  As the call is international, it will not be traceable.  It is also probably coning via an IP phone and not using international lines.  If you receive this call on a cell phone, just decline the call.  If you get it on your home phone, just quietly pick up the receiver and leave it off the hook.  Wrap it in a towel so that you cannot be heard at the other end.  They will soon get tired of making calls for no return.   NEVER GIVE ANY INFORMATION to these callers - they are fraudsters.  The tax office does not call to tell you that you are due a refund.  You cannot win an international lottery if you did not buy tickets for it.

This number called me at 8:20 tonight and I went online to search and see what it is. They said that I won an all expense paid vacation and $1000 in groceries and I said "Umm...can you not call this number again?" and I'm not sure what they said and I said "Please stop calling this number." and he said no and then I hung up on him. I am not able to call back probably because they have one of those phones that can't receive calls.

I get calls from these numbers all the time! Sometimes they only call once a day but others (like today) they have called me three times already! I think it is definitely a scam of some sort. I picked up the phone when they called me the other day and today but they ALWAYS hang up...needless to say, I am never going to pick up the phone again!

I finally got someone on the other end of this call after receiving these calls for almost a month.   The foreigner on the other end of the call stated that I was eligible for a government grant to help start a business, go to school, set up a college fund for my kids, blah blah blah.   She said she would send me an "application packet" in the mail, and verified my address and phone number.   When I asked if there was a number I could reach her back at, she stated, "Yes, I'll give it to you a little later", and continued reading her script.  I attempted to interrupt her 3 times, and asked her once again for her number.  Again, she said she'll give it to me later.   Once again, I interrupted, asking her for her number, and that's when she hung up.

These assclowns who spoof caller-id really PISS ME OFF.   I would like to suggest that the next person who gets this call, please be pleasant, and let them go through their script.  Give them fake information if you need to, but try like HELL to get their phone number, then post it here.

Then, let's start bombarding them with calls.

Yeah, this guy started calling 10/28/2008 at 9:23am. I would do the following below if any of you get anymore calls. Let's get this guy!

    Report Phone Fraud

Recognizing fraudulent callers is important; reporting them to the appropriate law enforcement authorities is critical, too. When you report, you can help stop telephone scammers. Report telephone hucksters to the FTC and your state Attorney General so they can prosecute fraudulent telemarketers who try to steal your money.

If your number is on the National Do Not Call Registry, you should get calls only from those companies with which you do business — or those that have your permission to call. If you get calls from a company you don’t have a relationship with — or from a company you have told not to call you — report it. Jot down the name and number of the caller, and the date and time of the call.

To report phone fraud, visit FTC.gov or call 1-877-FTC-HELP.

To report violations of the National Do Not Call Registry, visit DoNotCall.gov or call 1-888-382-1222.

Your complaint is entered into the Consumer Sentinel Network, a database that is used by law enforcement agencies across the country and around the world. It can help them track down scam artists, detect patterns in their calls, find other victims, and ultimately, stop the fraud.

I am on my daughter's family plan so I have a different number than hers..but I got 3 calls from this idiot..he told me he was a police officer named James Mitchell..and that my daugjter had committed several crimes and for me to tell her to call him immediatey. He had my FULL name. And he sounded very Arab. Left a message for me to call back to an 813 area code..checked..that's in Florida..St. Petersberg and Tampa area..the rest of the message I couldn't understand. He called again 20 min later..I answered..that's when he told me he was the police officer..and when I asked what the charges were my daughter had, he said he wasn't allowed to say..so I hung up on him. He called right back, asking why I had hung up and I proceeded to yell..and he gave up the charges info and then proceeded to threaten me if I didn't have her call..That's when I yelled at him again and told him find her yourself and not to call me again. He hasn't..but he had called my daughter over 35 times uo to yesterday..and only once today..but he has since quit calling her numbers in the family plan phones we all have. I checked 910 area code and it's in No. Carolina..several cities

I keep getting calls from this sh1+head. He keeps leaving messages and saying its extremely important. What he doesn't know is that the person whom he is trying to reach has had their number changed. I think this callis from india because india's country code is 91 and the guy on the phone "David Marshall" has an indian accent. Also he is not able to pronounce the last person's name (who had this cellular number) instead of saying Nguyen he says N Guyen lol dumb@$$. When i get to talk to him I am just going to cuss so much that he wont know what to say.

    figured it out yet?
These are people in India (international dialing code 91) dialing random US numbers trying to scam you. The US callback numbers they leave you are fake. There's really nothing anyone can do about it besides ignore them and for god's sake, don't give them any personal info. The Do Not Call Registry only covers US for-profit commercial calls, so there's no use trying to get US authorities involved. Indian authorities are probably too busy trying to deal with a billion people living in a country the size of two Alaskas.
