Caller ID says Sacramento, CA. Some guy with a foreign accent, sounds like maybe Indian, sounding very stern and formal,  and he starts off with "Hi this message is intended to contact you, my name is Steve Martin and I'm calling to inform you of an enforcement action executed by the US Treasury..." and it goes on to tell me that if I ignore this call I will be in violation of law and he lists various actions that will be taken against me. It runs in a loop and repeats 2 slightly different messages over and over until my answering machine turned off. Both messages are basically the same except on the second he starts off with "Hi my name is Steve Martin" and so on. Also says to call back at the same number he's supposedly calling from. Never says my name or anything.

Also got a similar message from another number, 562-398-4389, caller ID says Compton CA.

I got the same call too!  I am not calling back.
