    I believe this is a bill collector using a local area code. They never leave a message and my cell phone's "visual voice mail" says "unable to retrieve message, dial *86".  Very strange. When I call voice mail there is no message.

    This is Dell's annoying bill collectors. They try to be sly and use local area codes to fake you out. Now IF I only had an account with them there would be some reason for the constant harrassment looking for someone else with the wrong number.  They don't care if they have the wrong number, will still happily harrass you anyway. Good way to promote their products. A bunch of A**holes.
