I received a call from someone with a very difficult to understand accent.  I was not home and he left a message whereby he claimed that I had committed a crime and that this was the second attempt to contact me.  Obviously I have not committed any crime but his tone was very unpleasant and the message unsettling.

Same as above...Digitized voice. Obvious fraud/scam.

Some Indian guy who could barely speak English and was calling either from India or some broken down cell connection, identified himself as something (to be honest his accent was so bad I couldn't make it out) from the US treasury! Of course we all know that is a scam, but since the phone number is dead, busy, or fake, it takes some law enforcement office to trace it. If someone knows anybody in law enforcement, the fact that this guy is passing himself off as an IRS employee, something should be able to be done.
