This number doesn't identify on Caller ID, just shows "Gresham OR" and automated message says "This is an important message from Cardholder Services" etc. and that it was critical that I talk to them about lowering interest rates. When I pushed 1 to speak to a person to ask him to remove my number from their list, he hung up on me. When I tried to call the number back I got a recording that the number is out of service, so obviously they are re-routing the calls.

Your not the only one that has happened to and it's also making my mad also. Not sure if it will do any good, but I sent something into the Government/White House.

"Cardmember Services" wanting to lower your interest rate.  This is a scam as they will do nothing for you but take your personal information.  They are bottom feeders.  Just ignore.  If it is important the caller will leave a message.  When you respond or ask to be removed they know they have a "live" number and will call again and again.  In the past we referred to these type of people as [***].

We have a missing person in our family and when we get a call from an unrecognized number
we always hope it is from our missing family member.
We get calls from this number repeatedly.

Calls coming in on a regular basis , asked to remove from the list, still calls continue.

Third call in two weeks. Pressing 3 (to be taken off the list) seems to have no effect. Speaking to a live person and asking to be taken off the list just gets you hung up on.

971-220-1781 called my cell.  Left no message.  I've gotten calls from "Credit Card Services" also with a 971 area code.  Annoying.

Third call this week.  They're calling a business line.  We answer, but no one responds once we identify our business.  No message.  We called them back and a recording informs us that the number is a "non working number."

I pushed "1" and got a "Larry." When I asked what company this was he threatened me, saying he was going to have the machine call my phone thousands of times, and that I would regret this. He then hung up. These people are dangerous.

I'm so sorry about your missing family member and getting these scammer crap calls.   I think that's reason enough to start a MAJOR complaint to our government that we want these BS calls stopped!  I have an ill family member in Oklahoma; a  couple of weeks ago the # on my cell that I didn't recognized showed it was from OK, and my heart stopped... I answered and it was the Card Services crap calls!!   That one I reported to the FCC's online complaint link (I do that with #s that are repeat calls).

I keep getting calls from 971-220-1781. It is from Cardholder Services. They are calling my cell phone. When you start to tell them to remove my # from your call list, they hang up. Then a little later, they call again.
