it's clearly truncated but looks like the STD code for Consett.
It was someone calling from an Indian call centre for https://vswitchusave.co.uk/ (who she said were based in Kent, so subject to UK calling legislation). I've had a call from https://vswitchusave.co.uk/ last week showing a CLID of 01128. The caller also then gave out a number to call back on of 01183150930.

They pretend to be the Telephone Preference Service and ask for bank details to add or renew you. TPS is completely free (and pretty useless as this site proves), they would never ring you and certainly wouldn't ask for bank details. A private home owner doesn't have to renew their details, once listed, they are on forever. I believe companies do have to renew annually, but again its a free service.
The only way to block spam calls is to buy a BT call blocker (again don't buy from anyone cold calling you with similar devices), I bought my mother one after Talk Talk allowed themselves to be repeatedly hacked, she was getting up to 10 calls every day, claiming they were Microsoft, TalkTalk, BT, Loft Insulation, Hearing Loss Specialists. Shes had it 6 years now and not 1 has got through, they don't even attempt to. The only thing you have to have enabled with your phone provider, is caller ID.
If you have given away your bank details, contact you bank immediately - chris01207 158839 called regarding the accident I had. I asked them to identify themselves but they just hung up.

- Jan01207 235264 automated call pretending to be from what they called the Bank Protection Service telling me there had been devious action on my Visa account. Someone in California was using over £1,00 for gambling. Obviously a scam but could fool some people.
