Who's is this number?  Tried to call back but 'number not recognised' message

This number has called me 3 times today while i was out. no messages left and unable to return calls.

called up, when i rang back, an automated message saying they are from suffolk county council  and will ring back

just found out why, I think its a general number for the council, but they were finding out about my volunteer times at a library. (I volunteer at a library) received an email and a call on a different number talking about it. not spam or scam.

Keep getting calls from this number, who is it?

Suffolk county council youth support centre. They left a message asking if I was settled in employment or in education and wanting me to ring them back... Errr, no thanks!

Called them back. Said it was Suffolk county council.

This was a call from the midwife

Google tells me office is based at council but is for better broadband.

Why the heck would these numpties be ringing me
1 i dont live anywhere near suffolk
2 i have never even been to suffolk
