    Received same sms saying have outstanding IWK bill.  The details in the sms like account name, account number and outstanding amount is true but I've already paid the bill.  This must be data leakage from IWK. Plus the sms came from a number in Washington USA.  The number they asked to call is not  IWK official Customer Service number.  So, I'd say this is a definitely a scammer number.
