Upon answering, brief silence then a 'female' robo-voice spouting something about national emergency, and asking you to press a number related to your nationality — English and Chinese mentioned. The message also contained some non-English (possibly Chinese) audio.

Naturally I didn't engage and the line hung up shortly afterwards.

Wondering if this is some kind of phishing or equivalent scam based on the UK emergency alert system (which doesn't work as a phone call but might well confuse some people).
