From what I can gather its most likely a scam from India or something. Don't believe them if they claim they are the police or that your computer has some kind of virus. The police don't just call people to tell them they're in trouble. And if you think your computer has a virus ask someone you think can help you if you don't know how.

Got call from 115 number who asked about an accident I have had that wasn't my fault. I just said no, the number was noted as spam by my phone provider, I immediately blocked the number and deleted it

I got a call from this number saying that they were  Microsoft and noticed that my computer had problems and they wanted access to my computer to "help me fix the problems". I asked what problems, specifically? I work in tech support and nobody from Microsoft is going to ever call anyone to fix their computer. I'm guessing they're phishing and looking to install Malware on naive individuals computers, and possibly ransomware scam, as well as probable identity theft.  Hang up.
