Yes, I’m sure it’s some kind of scam.  I don’t have any subscriptions, never mind one for $399 for three years.  I don’t advise you try and dial it

1st was from text saying its a bill for Netflix $399.00
2nd same it was a call to my phone. ...text and phone number  again asking for 399.00 for 3 years
Am going to ignore,,obvious scam

I just got this call about a subscription asking me to call back at this number. I have no subscriptions and that did not disclose the company name.It was not a human on the other end, just a robotic native English speaker's voice.

female digital caller -may-23-2019-said a renewal of a subscription was 2 days past due .unless we called 120-920-8883 our account would be charged for $399.99 . no company name , address, or reason for subscription was named

The female caller did not identify the company nor was there any ID on the number. A fraud!

I just received the same type of call last week.
