I received a call from +123456 at around 1440hrs and when i recieved it hung immediately,so i fail to understand who it was and for what reason he/she made the call

Today call came from this serial number...123456. And one person was speaking loudly my mobile number supposed to saying to anyone else.....two times after ring....then picked up...and loudly heard...HELLO...then personal number...I was just stopped the call before he completed to say that no.
