i had the same number call me as well...but i never picked it up because i didnt know who it was. i typed in the number to see the area it came from,and it took me here. this is the 3rd time it has happend to me in 2 days, all calls from a different number.

i tried to call back and i got busy dial tones from the other ends.....

This number is owned by Verizon Wireless as a a co-brand called Cellco Partnership out of New Jersey.  Call 908-559-2000 and start complaining.
The calls from 202-527-6204 supposedly are coming from the WSHNGTNZN1 switch. They truly own the number. You can use this information to report to the FCC.  It is possible they are using a call center with a T1 line that is spoofing these numbers.  I tried calling 202-527-6023 as well and receive the same fast busy signal which may indicate that the numbers are not real numbers but dial out numbers.  Since they are not real when you call them back YOUR phone returns a fast busy indicating a switch error.  Next time, keep them on the phone for at least a full minute.  Mark the time. Check your cell phone bill detailed call log for that time.  Is it the same number?  If not this maybe the true culprit.  Call your cellular provider and file a harasment complaint.  Also ask them to try calling a landline (because you can't hear them)  Do the same thing.  Please post your results. See if you notice ethnicity, dialect, proper English, etc.  Possibly calls are originating overseas.

I have been getting calls from these F*!KS at least 3 times a day. I started telling them I don't own a vehicle and they still call. I have been keeping a log on how many times they call and I have a lawyer looking into a harrassment lawsuit.

I have been trying to get off the list so I decided to play along...yep the guy said "I hope nothing bad happens to you tonight you bi@#%." And then hung up.
I figure if YOU waste my time...I'll waste yours :)

Continue to call even after I am hung up on after I ask to be removed from the list.  Very Rude, Very annoying, please stop.

My car is 4 years old...I didnt have a warenty on it when I got it. How are these people getting my cell number? It's unlisted.

They've called several times.  I haven't picked up after I've read all the comments.  If it's a scam, just let the phone ring!!

Wed. 5-13-09;AM  Rec'd call on cell fm. this # on 5-12-09 @ 2:35PM Central Time. Didn't recognize the #, so I didn't answer. Looks like this # was "on vacation" for a while, but has returned!

I am reporting this to my attorney general's office.

This call keeps coming from "Rachel for Cardholder Services" trying to check my credit balance.  STOP CALLING ME!

These people are just trying to get passwords so they can steal from your account.

Omg so everyone is saying it's a car thing or warranty... Well they called me saying something about a credit card account. I pressed 9 to talk to a rep and the woman answered and I asked why they kept calling and she hung up. I'm pissed. I want my number off that list.

It said it was from DC and it was to lower the interest rates on the "cardholder services that were about to expire" as always, they hung up when I said that I've asked before to be removed... I'm going to call them back.

Just got the same call regarding lower credit card interest rate.  Pressed 9, he asked me to verify my first name and cc balance.  No warm in that but then he just hung up.

"Hello, this is Rachel at Cardholder Services..." a recorded female voice said. I hung up.

Call from that number to my cell today (12/6). I didn't answer. They did not leave a voice-mail message.

Got that call in the afternoon but did not answer

I didn't answer it since it looked like a Washington DC area code and I don't have any contacts with that area code.  So I just went to Google and typed in this number.  
Thanks everyone for providing this information.  I'll tell my friends and family not to answer this number when their cell phones get called.
