called on my Italian mobile number, he knew my name and terminated the call; he probably wants me to call back on a Washington DC number with some special charges. I don't know anybody in Washington DC.

Called at what must be a pretty late hour for them, asked for my name and disconnected immediately. Must have hoped for a call back from me. Sounds like a call back scam

Same here - He spelled my last name, I confirmed (he called my business phone), and he hung right up. Called back and got a strange voicemail system's recorded greeting. RUDE. Just plain RUDE!
