I've been calling them non-stop.  I even told them I was ready to pay my $10K they told me I owed, and then gave them all kinds of fake info.  When I call they clearly know how I am and I wonder just how much info they have on me, but I'm reporting them to every place I can think of, and am still harassing them back.

I've been doing that.  Even told them to go back to Mumbai and learn English so they can at least be understood when trying to scam people.

Got a call and vm today from (209) 676-8517 (10:32 am PST) - called it back and a "gentlemen" answered the line reading what looked scripted and with a heavy accent.  He said this call is being recorded... "and be careful what I say because it could be used against me or in my favor" he could barely get that out ... after about 5 minutes of going back & forth with him, and me repeatedly telling him that I did not owe the IRS a dime and that I never received a correspondence ... Finally, I told him "listen, my husband is an attorney and that if this is a scam I would be the one suing YOU!" The line went quiet, I said hello like 3 times and then waited and nothing ... I hung up. DO NOT GIVE THESE PEOPLE THE TIME OR STRESS...

I got a call from this number on Nov 20th, at 10:47 AM. Sounded so suspicious that I thought i'd Google their number before calling them back. And found this site, what a nice idea for a website.

Yes they called me!! I called back and played with them it was hilarious! they were saying that unless I paid something today, they would mail in the "court order" for my arrest and my license would be taken away. I told the man that he called my work phone and my cell phone was home. He said to call from my PERSONAL phone when I got home. I said this is a cell phone and he told me to walk out to my car with my debit card and we could continue the conversation once I said "I'm in my car". I said why can't we handle it now? (Playing along. Of course I wasn't going to provide him with ANY info). He hung up because he got shook cause I said it was my "work" phone. Haha SCAMMMMMMMM.

The three biggest scams in the U.S. at the moment are as follows:-

#1 Windows ........worldwide scam.    Microsoft never call unless you arrange directly.
#2 IRS.   ................USA.                       Will contact by mail and will supply relevant information.
#3 Debt collection...............                  Bona fide companies will supply details by mail and arrange proper ID.

With debt collectors, a lot of them are buying up out of date or time barred written off debt which may have old
address info, phone numbers that have lapsed and been reissued . As they have bought the debt for pennies
they will quite happily chase it up knowing they can extort late fees ,interest etc to anyone gullible enough to pay.  As I say above ,genuine collectors will work with you if you know you have a debt to pay . The others will call and and won,t take no for an answer ,even trying to get info on an neighbor if that's whose details they have. Asking to be removed won't work because they just keep chasing, remember the debt may have cost them just 10c to buy but if it was originally $100 or more that was written off it is worth it to them to keep pursuing.
Legitimate companies will identify themselves and state clearly who they are looking for, understandably they will not tell you why, private business is private business. However, they will supply a return number to call and a web site. With that info you then have the tools to check that that info is genuine and proceed from there.
Knowing that these three are the most common scams, especially the top two,it is probably worth investing in a call blocker or checking if your phone provider  has a barring facility already available.

As many of these scammers are using VOIP calls it is difficult to know where these calls are originating from as they spoof local area codes, usually Mumbai, the rule of thumb is if you don't know the number and they don't leave a VM do not call back, do not text, do not give out details you would not give to your Mom.
The only person who can keep themselves safe is you.

Ps    Unfortunately the only people who seem to fall for #1 are the sort of people who ,when told that the word Gullible is not in the dictionary,go and check.
