It is not uncommon for calls like this to originate from overseas. This makes it difficult to enforce the laws since the are outside the jurisdiction. The only way I any kind of action taking place is if the country of origin is willing to get involved and I don't see that happening any time soon.

I recieved a call from this number a long time ago and never answered. I was going through my voicemails and just listened to one from this number.
