I got a new cell phone number about 3 weeks ago.  Today, Nov 21, I received an "unknown" call from supposedly Select Benefits.  Heavy Indian accent, very poor audio quality of call.  They offered a $100 gift card if I was willing to pay 2.95  to register the card. I said no.  They called back about 15 minutes later and I use the  " <my local>  police Dept >  when I answered the call.  The person calling said "oh, I'm sorry"  and hung up.
