Unknown caller did not leave a message while I was away from the phone and I answer all calls when available.  When I called back using **67 to protect my privacy, the recording said 'this number is not in service'.  Other unwanted and now BLOCKED.   MANY such calls from Area Code 315 and all tax relief center.

If you call back using *67, you will, as you said, get "The number you have dialed is not in service.."  However, if you dial without blocking your ID, you get, "while you wait please consider the following;  if you owe more than ten thousand dollars in back taxes you may qualify for relief....if you wish to opt out press 9."  Even more interesting is that if you call back a second time without blocking your ID, you get the "number not in service" recording.  So it seems you can call back but only once.
