Keep getting calls from this # , who are they?

One of the robo blocking sites has a transcript of a call from this number.  If you google the number you can listen to the caller.  Man says, "Hello this is Jack with healthcare benefits."  Heavy Indian accent and boiler room sounds in the back ground.  Call back gets "number not in service" if you use *67 or "Thank you for calling.  If you want to put the number in DNC press 1.  If you are going to transfer the call to a representative, press 2."  I tried pressing 2 but just kept getting a repeat of the message.  The "instructions" seem to indicate a poor understanding of English.  In my book, it all adds up to SCAM.
