These are Italian Mobile numbers.  Intermatica (Italy) was allocated all 39319xxxxxxx numbers.

The Italian Regulator Agcom know but are looking the other way.  The revenue is being shared between the Networks in each country and Intermatica.

this is mass-marketed spam that is being sent to millions of phones in numerous countries.  It is against International law.  These 39319xxxxxxx numbers are Italian mobile numbers all belong to Intermatica (Italy) and are being used to bill for premium rate services.  They are intentionally being left to give the impression they are genuine calls.  If your children were to innocently return the call not only would you be left with a large phone bill your child would be connected to some porn line from Italy.

The national phone companies and Intermatica are sharing the revenue from this fraud.
