These 39319xxxxxxx numbers are Italian mobile numbers all belong to Intermatica (Italy) and are being used to bill for premium rate services. They are intentionally being left to give the impression they are genuine calls. If your children were to innocently return the call not only would you be left with a large phone bill your child would be connected to some porn line from Italy.
The national phone companies and Intermatica are sharing the revenue from this fraud.
THAT IS AGAINST NATIONAL AND INTERNATIONAL LAW!!
The Italian Regulator has been told and they are turning a blind eye to fraud and a deaf ear to complaints.
