We have contacted the Italian Regulator Agcom.  The company that has been allocated all these 39319xxxxxxx is Intermatica (Italy.

Earlier this year the International Regulator (ITU) shut another identical international call back scam down.  Those 'premium rate' numbers also belonged to Intermatica (Italy)

This is a $50.00/minute call. They just call you and hang up right away, and you think you have a missed call, and listen what they say after you call. And the current charge is fifty American dollars for a minute people....Be careful, and since you call back it is legal for them charge what they want.

I just got another e-mail from my friend and he paid some dollars with his monthly bill to the service provider in Istanbul/Turkey. Again this is a scam costing you $50.00 a minute. When you call they speak some foreign language, possibly one of the Eastern European languages and you listen. If you listen just for 15 seconds, it will cost you $14.83...Be aware of this scam, this people already made millions of dollars out of this scam. And the code number is the Italy country code. I do not want to accuse anybody but this is your European countries who thinks other countries as scam specialist, there is your Italy and all kind of scams comes from those Italian scam arist, they invent so ingenious techniques, can only come from Italian scammers, Italians are always dangerous anyways...
