I will contact the KY Attorney General and see why this type of call is not blocked...the no call list is like a lot of programs handled by the Government...they don't work..

Received a call from 407-000-1919 "Florida" today (4/9/09), saying they could lower  my credit card interest rates to 6%, this is the last reminder, and to press 9 to talk to a credit card representative.  I hung up.

Got a call from 4070001919 and answered it. They said that they were from my Visa/Mastercard and they had a much lower rate. They had a much higher rate and wanted all the data that they did not need to know in order to give a lower rate. When I challenged them to tell me specifically which card they were with they hung up. This appears to me to be a scam to get one's info.

Same as others--Except lady was nice and friendly--shared stories about kids.  When I questioned giving my account #s (since I had not made the call), she got a little stressed.  Said she was trying to qualify me and it would be up to others to finish.  There was no point in giving me a # to call back, since I had not been qualified.  Thanked her and hungup.

Got a call from 4070001919 today at 3:12PM.  Recorded message said that nothing was wrong with my card, however I could lock in at a lower rate of 6% (I already have a lower rate) by pressing 9.  A perp answered and "identified" themselves as card services.  I asked for her name and she said Jennifer.  I asked who card services were and she reiterated that this was to lower my rates to 6%.  I asked again who card services were and she hung up.  I tried to call the number back and it was not a working number.

Just got a call from that number. Same deal, 6% offer blah blah blah. Guy comes on asks how I am today, great blah blah.. "How would you like to lower your rates on these cards, sir? Caller has no idea that I don't have ANY cards so I ask, "So who's names are on these cards?". "CLICK". Idiots.

Received the phone call about 7 hours ago.  I pressed 9 thinking sure I would like to lower my rates but knew NOT to give out any numbers.  I did verify phone # which worries me now but I would not tell them anything else until he would verify the company he worked for.  He said "well you need to answer these questions to see if you verify so we don't waste your time."  I replied, "unless you tell me what company you aren't getting any info."  Click is what I heard next.

Tired of it but has a plan
Just let it go to the machine, no answer. Googled it to this posting to validate what I thought it was (since a 000 exchange does not exist in area codes, at least for other than telco use) and once the machine dropped the line I simply pressed *60 then a #01# and they are in my block list now with the rest of the spoofers and scammers. Also on a DoNotCall but they know you can't backtrack to the real number and the telcos could care less.

    Yup
Tired has it right - 000 exchange shows up just ignore it or put it in your block list. That's why you cant call it back, it's a caller ID spoof of a non-existant number. Like email if you dont know the number then use the answering machine to screen it, look it up in Google then once you end up at a page like this add it to the blocked caller list. It doesnt cost much more than basic caller ID to get a package of features and you can also do anonymous call block so they cant call with their ID blocked.

Got a call as I was dialing out...so it routed me and they tried to say I could reduce my interest rate to 6%.  He asked if I am in debt and I said no, he then said "you don't qualify".  WTF did you call me then you moron?  Do research before you waste my time!!!!

"Account Services" called offering to lower interest rates on credit cards. Would not identify company. I told operator I was on do not call list. Transferred to "supervisor." Supervisor asked how he could help. I explained I was on do not call list and asked why they were calling. Supervisor's response was "because you are an [***]." Boy that hurt coming from a phone scammer. Glad the government is on this.

Have decided to start reporting all these weird calls.  We do not answer if we do not recognize the numer.  The -000- is a giveaway that the number is spoofed, or false in some way. Such an irritation.

Call came from Florida to Kansas @ 11:29 hours on 4-30-09. Call not answered and no message left. Other sites advise this is the typical "make your credit card rates lower".

    Scam
