    Well my take is that this is a SCAM.  Here's why: Call back using *67 (blocks your ID) gets, "the number you have dialed is not in service."  Call back without blocking gets, "Please know that your call may be monitored or recorded for quality and training purposes."  Then, "Hello this is Tria (?) at Turbo Debt.  Are you looking to pay off your debt today?"  Tria (couldn't quite hear name) had a heavy Indian accent and I suspect is one of the debt reduction or loan scams running about these days.  Block the number and report it to your carrier as SPAM or SCAM likely depending on their policy.  Here's some info on these types of scams:
