I have gotten two text messages from this number.

On 11/9 it was this: "Want to review your healthcare plan before 2023? Now's the time! Visit HealthCaregov to get started: [link removed]"

Today (11/16) I got this: "[HC gov Alert] Need to change your current health plan? If so, make any changes by Dec 15: [link removed]"

Both links go to Healthcare.gov's login page. Is this a scam?

Today's message: "[HC gov alert] Return to HealthCaregov to review your 2023 health plan: [link removed] Reply STOP to cancel"

I have received messages from this number only on Wednesdays. The number was registered to Medicare Alerts on January 31, 2013.

This is the fourth text message I have gotten from this number. It reads: "Looking for a different 2023 health plan? Visit HealthCaregov to update your info: [link removed] Reply STOP to cancel"

I have blocked the number.

Message received this morning: Reminder: You're signed up for texts from HealthCare.gov. Reply HELP or STOP. Msg frequency varies. Msg&data rates apply. Open Enrollment begins 11/1

I have never signed up for nor even been to that site. Odd that I would be getting this now when I've had my current phone number for a few months now, which makes me think this is a scam text.

Even though you've had the number for a "few months,"  the number may have belonged to someone who signed-up for text alerts last year during the enrollment period. Unless HealthCare.gov gets a notice of change they're going to continue to send alerts to this number.  Why not reply "STOP?"  That should end it.
