This number belongs to a Babylon Town Code Enforcement "rat".  He finds ways to infiltrate your home so he can fine you for illegal rentals.  He poses as a young man who is trying to leave his "parents" home.  If he thinks he finds someone (online) who is advertising their apartment for rent illegally, then he will pretend he's a young man who wants to view it, even if the rental is not in his jurisdiction.  He will go out of his way to call the Town Hall (wherever the  Township the illegal apartment is)   and tell that particular Town Code Enforcement team that he thinks he found an illegal apartment and for them to come to your house.  He identifies himself as the name below.
