What does it matter that you pay your phone company not to publish your number?  It does not mean that you number cannot be called, only that they phone company is not to distribute your name and number in lists of phone number they release to the public or other companies.  A person or dialing device can dial the ten digit sequence that is your phone number and ring your phone, your number being "unpublished" cannot stop that (if it did, you phone would be useless for anything but outgoing calls).
