I have received the same calls with the same messages.  I believe it is a scam.

I received a call today from Anthony Bolin at (401) 424-4179.  I am not sure how to stop the calls but I know it is a scam.

I received a phone call from a company called CIL (Central Investigation Litigation) and "Patrick" said I took out a cash advance from a company called Cash Transfer.  I asked him the name of whom i owe, when, he said 2010, i told him to be specific, didn't have an answer. i asked him amount, he said $300 to $330.  then he asked for my manager's name, which i gave cause they were yelling.  They said I had to resolve this issue before I got off the phone with them today or they were going to send my file to the court systems. They asked me for a debit or checking account number so they can get the payment out. Very strange voice and accent, back ground noise.  they called my manager, who's a vp, they threatened her to put her in jail, she didn't give no information then they called HR, a vp,  Human Resources dept called me and told about the call he received, he didn't give any information and he even went to google and he told me that it's a scam and fraud against me to be careful. He told me if i get anymore calls, just to gransfer it to him.  my concern was that is my job in jeporady, he said no. the 2nd floor receptionist called  me, she too got a call from them and they yelled at her, she hung up, i told her she did the right thing and that HR are aware of this.  Who else can i complain too?

My coworker is getting these calls...  They called our boss and left her a voicemail saying she was going to be sued. They keep using different company names and numbers - She's gotten calls from "Brian White" and "Sid Roger" who sound like remarkably the same person.

An attorney friend of mine recommended we call our phone service and block the number.
We made a report to the Federal Trade Commission, who regulates debt collectors and scammers.

The next time he called I quoted the “Fair Debt Collection Practices Act” which prohibits collectors from using abusive, unfair, or deceptive practices to collect from you. We told him that Susan is not allowed to receive calls at this number, and if he wanted he could fax a copy of the invoice for the amount she owed with a company name and contact phone number on it. He said, "No. I'll just keep calling."

It's very clearly a scam. The unfortunate thing is that you can't do much to block them calling you.

Indian accent and loud background noises...I wasn't the person they were trying to reach, but I knew what they were trying to do, so I proceeded to mess with the guy, his name was Mark Brown.

I asked if they were an official government agency, and he said yes.  These fools will say ANYTHING.. please don't trust them.  They broke the lot of FDCPA laws in one single phone conversation: calling me at 6am, threats, and claiming to be a government agency... they're getting bold!

Received a call today from a "Mark Brown" today on my cell phone asking to speak to a close friend of mine's and said he was calling from the Central Investigation & Litigation Department. I asked him who the department belongs to. The Justice Department? SEC? He didn't answer. Who is the department a part of I asked again. The answer I got was "my name is Mark Brown and I am calling from Central Investigation & Litigation Department." I knew then it wasn't legit and couldn't help but feel I was getting into an Abbott and Constello's Who's On First,What's On Second routine with this guy.

This is definitely a scam operated by the same individual and not only for this bogus company. There are others too. Incredible how he goes from Kevin White to Mark Brown and uses Gloria Green as an accomplice. Well at least he is colorful in his fraudulent creativity.

A point I would like to make about this whole debt collection scam thing. This guy is not as bright as he tries to sound. In most cases debt collection agencies buy bad debt from financial institutions at bargain prices and usually at that point in time the financial institutions write the bad loans off of their books as bad debt expenses. They are out of it at that point.

If the financial institution wanted to recover their debt instead of using a write off, the debtor would receive a summons informing them of the legal action being taken against them. It would delivered by the local sheriff's department or through registered mail. They will use legal representation either by an attorney on staff or a law firm hired by them to act on their behalf. They would not hire a debt collection agency to conduct legal matters for them.

In the end, this bone head tries to intimidate and use threats of litigation which he has not authority to begin with in hopes that someone would be scared enough to send him money right then and there.

P.S. Attention HLS , FBI or AG's out there who may be reading these posts. I suggest strongly that you refer to the following U.S.C. statues: Wire Fraud (18 U.S.C. sec;1343) Conspiracy To Engage In Wire and Mail Fraud ( 18 U.S.C sect, 371).

One doesn't have to be ripped off of actual money before a crime is committed. Just the existence of the scheme plus the use of the mail or an interstate wire "to further" the scheme will suffice.

I received a phone call today 11/30/10 from Anthony Warden with Central Investigation and Litigation Headquarters. He told me that a loan had been wired into my bank account through Cash Advance (I hadn't applied for a loan with Cash Advance).Anthony informed me that our call was being recorded and that by 9am tomorrow my case would be in litigation. When I told Anthony Warden that I too was recording our phone call he then got upset calling me a criminal and saying that he will be dispatching the police and they will be at my home/job in an hour. I asked Anthony for his supervisor and the date the loan was wired into my account. Nevertheless I never got to speak to a supervisor, the harrasing phone calls conitnued and his rudeness esculated. When I informed Anthony that he will be receiving a phone call from my attorney the phone calls eventually stopped. I then Googled CIL and found this website. Then number that I've received calls from is 704-251-9802. Please beware people and do not give these people any more information or attempt to make a payment with them.

There is something I would like to add to my other posting that may help those who continue to receive harassing phone calls from these scammers. You can call your local phone company and for a small monthly fee have their numbers blocked. I know that Verizon has services where you can block I believe up to 5 numbers for a small monthly fee. They also have another service where you choose to include a number into a database to be used for litigation purposes. I believe the minimum number of calls from the same number is 3 before legal proceedings can be started against the harasser. Check with your local phone company for the specifics. I used those services in the past and it was a small price to pay for peace of mind.

This company " Central Investigations and Litigation" has called our home more times than I can count. ( over 40 in 2 hours at last count) The problem with this is that they always seem to use a different number and the same company name so I know it is them. They called EVERY 2 MINUTES and were threatening my husbands life. The very 1st message they left was that we just owed them some money but would not provide us with a past due bill which we repeatedly asked for. They kept saying that they had sent it to our e-mail address, (which they had not) We kept insisting that they send it via postal service.
The last straw came when they were called back by my husband because they kept calling his work, trying to get him fired,They threatened his very life,, and said that they were on their way here, and that after they kill him, they would rape me!!!  I immediately called the police dept and the officer that arrived to take the report was able to verify this because while they were taking the report, the (CIL) people kept calling every 2 minutes and the officer even tried to intercept the calls and speak with them. He told them who he was and asked what the problem was and was told that we owed them money but would not devulge any more info. He told them that the matter was in the court system ( because we are in bankruptsy) and he should not call back. Needless to say , they did not take that advice, again and again, they called and the officer kept answering and telling them not to call. I have a case number assingned to this matter from the police dept and if I am ever able to get an address for them, I will be suing the pants off them.

They called me over and over again telling me I owe for a payday loan deposited in my checking acct in 2009. Ha! I don't even have a checking acct.  However, I have been calling them back over & over again.  Oddly they don't like it.  They keep asking me to stop calling and telling me they are going to file charges on me for harassment. LoL! I call using *67, I told them I asked them to stop calling me and they won't so why should I stop calling them.  Personally I'm having major fun with it, and they now know what it feels like.  They ask for my name I won't tell them, they hang up and I call right back. LoL! You wanna harass me, I'll harass you back! By the way 7042337251 is not in service it's 7044561168 now! LoL!

I got the same calls today & after arguing with him for an hour...I said just take me to court. Lol he told me that he had wasted an hour with me and that I caused his head to explode...or at least that's what I think he said.   After immediately doing research, I called them back too and said he should be ashamed of himself for this scam...he admitted it was a scam and hung up on me.Here's another number they are using if you wanna have more fun with it 508-772-0198

i have been rececieving calls from a 570-201-0007 saying that I owed 689 dollars on a loan that was taken out in october of 2010. which i didnt. they said that they were going to charge me with fraud and that they would start garnishing my wages, as well as be put on my criminal bachground. this is a SCAM they dont even speak english.

i to gotten a call from them using the number 7048029391 saying their from this same company.That i had two cases pending against me if i give them my card info where they could withdraw the money today they will drop the charges. They also knew my last 4 digits of my social but i gave them no info on my accounts. The guy sounded indian and gotten and attitude when i said i would go to the courts and when i told him to i need his company address. Someone please give me homeland securty number.

To settle in court will cost me 3K and above  out of court will be
500 and they need my card info, since I got rid of the cards
he insists I go to walmart and buy a gift card put money in it
and send him the money. He was willing to do installments
He wouldn't agree on sending any written documentation via email

I have received calls from these kinds of people as well. It started over the last summer, and once I told them that I had an attorney the calls stopped for a while. I received a call this morning from a James Martin.. the number came up as 0000. Same story, there was a litigation being brought against me for a loan I NEVER took out. He was very pushy and rude, so I got rude back. I told him that if there were a litigation against me, I would be contacted by an attorney.. not some habeed dude in a call center trying to scam me. He told me I needed to let him finish. I told him "No, you called me on my personal phone, on my personal time, got rude with me, so now you can STF up and listen to me. I don't have a loan I haven't paid back, and I have never taken out a loan online. Now, you can stop contacting me on my phone, or you will hear from my attorney because I will sue your a** for harassment. Don't contact me again." He said "We will contact your employer" I told him " Go ahead idiot, try that route, cause my boss knows all about you and your lil scam your trying to pull. Drop the act and get a real job. IF you feel you have something that your supposed company needs to discuss with me, get someone who speaks English properly, and I will be happy to talk to them. Until then, leave me alone and don't contact me again!!!" He told me he would call me back. I am just waiting........

The person that called me left a call back # 206-508-1446,  but the # dialed from is 852695757.  About 20 calls fn a 15 minute time span.
