This call center sales caller was too hard to understand and hung up when we demanded to know who they were and why violating the Law by calling us .

Call back to the number got a very heavily accented woman who said, "Walmart customer care, how may I help you?"  I asked why someone might receive a call from this number and she said, "we call customers for different reasons."  I can find no Walmart site that shows this number but companies often outsource customer service.  Of course, even if it were a legitimate number, it could be spoofed.  If it is actually Walmart calling and you have a Walmart account, then they are not in violation of the DNC regulation.  I assume that's to what you refer when you say "violating the law."  If they are scammers, they couldn't care less about the DNC or violating a regulation.  If you hold a Walmart account, you may want to check to be certain there is not some "unusual activity."  You can also change your account settings so that you do not receive telemarketing calls from them.  If you are not a Walmart account holder, block the number and report it to your carrier as SPAM.  That will alert the carrier and warn others.  Cheers.
