I received a call from this number, only with strange formatting. It showed up as 30817524768436 on my cell. They left a 4 second VM that had no sound/message

I answered the call,  A male voice, obviously, most likely from Pakistan or India, or some other Hell Hole over there, asking for Ronda, I responded that I was Rondo, and he continues to say 'Ronda' and I ask what the call is about, and he gives me some garbage that is about a diabetic program. I tell him I do not have diabetes.  And he keeps on talking.  After the third time, I figure maybe an insult to his parentage might shut him up and to respond that he not call again.  Not being in a good mood today, I decide to offer some suggestions as to what he can do.  and then, hang up.  My mood has improved.
