Probably someone from County Mental Health.  Sometimes they get out of their locked rooms and get on a telephone.  

If it isn't everyone should file a complaint with Verizon Wireless and state you will sign a criminal complaint for Telephone Harassment.  Verizon Security will find out who it is... where they are and get the law enforcement agency who has jurisdiction  to issue a complaint.  A count for every harassing phone call can add up in fines even if it is just a misdemeanor.  

Actually I just looked this up in the reverse directory and if its accurate the number is a land line from Time - Warner Telecom of California LP - CA.

It says it can be based in Barstow or Carlsbad or Encinitas.  

If you received a call from this number saying they are some telemarketing company...  they are not.  If you have Time Warner Cable for your WiFi or cable computer or TV you are probably being hacked by some employee of Time Warner or ex employee of Time Warner.

When you call the number back it is "out of service".

If you call this number back, after 1 ring you are shunted to a recording saying the number is not in service.  Not a phone co. recording, just a little trick by the company to ward off complaints.

Calls, and hangs up after 2 rings.  I am on the DoNotCall list.
