"Hannah's" voice was breathless, sounding like an AI recording. I cannot find any information on "the financial resolution agency" with a 771 area code nor any listing for the 855 number. I have not received any official mail for this call to make sense.

While there are actually tax relief companies, they do not cold call looking for victims. These are scammers trying to get your personal information, particularly SSN. Call back to the 855 number got, "You have reached the Tax Help Center. We are currently experiencing short hold times. Our programs are designed for those who have missed year end taxes, owe back taxes, etc." I stayed on the line and the agent (heavy accent hard to understand) immediately asked me for my SSN.
