This phone goes back to the Attleboro police department.  Found out when the police showed up to check on me.

Call back gets, "Hello and hank you for calling Attleboro City Hall. If you know the extension of the person you are trying to reach press one."  Goes on to give hours of operation and instructions depending on the purpose of your call.  So it appears this is an official Attleboro City number.  It is not the number published on their website but if I dial that number ((508) 223-2222) I get the same recording.  As to why they may be calling, you'll have to answer to find out or give them a call using the published number.
