Unsolicited out-of-state call from unknown caller with inappropriate message left.

I don't know anyone who would solicit a call from a debt collector. What "inpatriate message" did they leave? Looks like they are calling you about unpaid bills. No wonder you get so many "unsolicited" calls.

They called me asking for my mother who doesn't live with me when I called her and asked my 80 some year old mother she had no idea what was going on she doesn't even make any calls or anything really doesn't even use a PC or anything with the Internet

The number belongs to Midland Credit Management, a debt collector.  The number is listed on their website.  If you plan to "deal" with these people, make sure you know your rights.

These folks blew up my phone with calls from several different numbers.  Left a message once telling me to call them back.  They didn't say who they wanted to talk to or why they were calling.  I contacted them in an attempt to get them to stop calling.  I was told that this was about an outstanding bill and they would look up my account and needed my name and personal info to do so.  I told them that the only information that they would get from me is my phone number as I have no outstanding bills, and had not received anything from anyone in mail.  I was told again that they needed my personal info.  I responded, that "since you can't look me up by my phone number you seem like some kind of scam and you should take my number and put it on the DO NOT CALL list.  It lasted 2-3 months and now they have called again.  My guess is that they are robocalling in an attempt get people to pay bills that they do not owe.  In talking to friendly insurance rep after my car was hit I mentioned this and He stated there some companies that are trying to double bill so as to collect again on bills that have already been paid as well the ones that are trying to collect on completely fraudulent bills.  My Advice:  BLOCK THIS NUMBER and any others that they use, and if you do answer a call from them DO NOT GIVE ANY PERSONAL INFO.
