    Hmmm...you seem confused.  Melinda, is not your caller but has herself received a call from this number.  800 numbers are toll free numbers not personal numbers so your friends and family are not likely to have an 800 number unless, of course, they have a business that uses a toll free line.  Call back to this number gets, "The toll free number you have dialed is no longer in service."  That suggests the number is spoofed and likely a SCAM.  Block it, report it to your carrier as SPAM or SCAM LIKELY.  Other sites have reports of it being a text message or robo call.
