This is a "spoofed" number, meaning the number you see is purposefully faked so their identity and location cannot be determined. It's unfortunately possible by way of software that should be illegal. The scams they use are meant to get your personal information.
No matter what list your number is on, there is nothing stopping criminals from using sequential dialers to call you up whenever they please. They don't play by the rules, they are criminals to begin with, and have no interest in paying for Do Not Call registries and then adhering to them.
The calls that are answered with "sorry" and a hangup are seeking out working phone numbers. This makes you a target for future scam attempts.
Best not to answer calls from numbers you don't recognize, especially with out of state area codes. If it's legit, they will leave a message. If not, all you missed was a waste of your time, and possibly an attempt at compromising your personal information.

I just got a call from them but didn't answer.  I use AT&T.  I'm in IL.  I think my info may have been compromised because I have texted a couple of radio stations to try to win tickets to concerts.. Q101 and XRT.  That's the only time I think I've given out my phone number, aside from retail stores that ask for it (my cell is my home #), which they use to log your purchases but they probably sold off the info too.  I'm sure they can get the number from any kind of contest, car dealership, etc. that you give your number out to when you're doing a business transaction or trying to win something (nothing comes free after all).  But I think most of all DidMyResearch is right, it's probably most likely random calling and if you answer they log it as an active number and sell it off to more telemarketers/scammers and it's a neverending cycle.  My cell phone blocks numbers so I just don't answer strange callers or respond to "GET CASH NOW" texts that I receive (yes, I get spamming texts too which probably came from friends sending out mass text forwards about random garbage that you don't care about in the first place.)  

Whatever the case, if they say to call back to "be removed", DON'T DO IT!!  We have lots of spammers at work and our IT person said to never respond with a "remove me" because they will just mark your email account as active and sell the info on to more spammers.

It's a shame someone can't come up with a way to stop all this!

First thought it was just a wrong number, but looking from the amount of complaints on here it must have been just another telemarketer.

A recorded message started "congratulations, your family has been selected for a home security system..." which is when I hung up.

Wow!!! The people at that number sure are busy!!! I am amazed by the number of people complaining about this. I agree it must be a ploy to get working numbers for future scam attempts. Its the only thing that makes sense. I just got home fr work and saw the number on caller id and it was a local number to me so I called back and....what do you know??? This number is NOT in service!!! Well, at least its not someone trying to reach me from the "otherside" ,lol.....Or is it?

Recorded message;  States it's for a Home Security System.  I have reported them to the Do not call list 5 times!  They will not stop calling  me!

I'm also in IL but use US Cellular.  I just received a call from 810-732-4130 and did not answer, they did not leave a voicemail.  
I have been getting more and more of these calls and/or text messages:

"701-625-5758, voice, "Congratulations...home security give away" (This was the first of my telemarketer calls.  It started around 2/1/2011. Now I have received multiple call from this number, as well as all the junk from the others listed here. My mistake for answering the first time I think that is why I am getting so many now.)

They just called me and it was an automated message about me winning a home loan. I was told to press 1 to get transferred to someone or 2 to be removed from their listing. I pressed 2 but I kind of regret it now. I shouldn't have picked up before I googled the number.  -_-

Just called me. Did not answer. Did a call back and got the: "We're sorry, you have reached a number that is no longer in service or has been disconnected..." message. According to CallWiki; "The phone number 810-732-4130 is assigned to AMERITECH MICHIGAN and the actual exchange location is in FLINT, MI. Additional Number Variations: 810/732/4130 - 810.732.4130 - 810 732 4130."

Just got a call on this as well.  I have a old Sprint Cell.  I wish Sprint would filter this out....

It was an automated message saying that I was selected to receive a home security system. When I pressed "2" to be taken off the list, I was disconnected immediately.

Trying to sell me an alarm system for my house

St Clair County, MI.        Same thing. Called but I didn't answer. Checked on here to see if it was a legit number or just another  low-life, bottom feeding, waste of human flesh, scammer.  I guess we all know the answer.

Yep- computers looking for working numbers.  Don't answer.   A flood of these kinds of calls lately.  What's up with that?

Add the number to your contacts with a name like "Don't Answer" then set the ring tone for that number to none.  Problem solved.

They keep calling me

This is definitely a spoof number judging from the number of complaints.   I'm on the NCL, but obviously it's not working.
