My roommate got a call from the number and was told that her jio number won a lottery of 10 lacs. They also gave her a WhatsApp number and told to text there before 2pm.
It's definitely a fraud and if you try to call back it says that it's an ISD number, probably South Korea

This is a VoIP call. Reliance, SIP,  Skype and other service providers with voip only connections typically show this kind of number.
