    Confirmed fraud with the local police and the telephone company. Call originates from Arecibo in Puerto Rico.
    If they call you, the best way to fight back is just to waste as much of their time as you can.

    Either that, or go to Puerto Rico and 'visit' the registered owner of the phone number...
