Randomly spam calling me haven't answered them yet but I have never done anything wrong possibly scam call leaves a few voicemails

Call back to the number confirms this.  It is not about your "having done anything wrong;" It's about setting up a pre-paid account for communicating with an inmate.  It's possible that someone you know who is incarcerated has asked to communicate with you or they may simply have the wrong number.  Of course, any number can be spoofed so be cautious.  What do the messages say?  You might try calling this number or go to the website and see if you can ask questions there.
