    This is a scam attempt.  PCH (Publishers Clearing House) is now defunct.  Scammers have been calling and/or sending messages saying they have a prize to deliver to you.  They then ask for personal information or in somce cases a delivery cost or up-front tax on the prize.  It is a SCAM.  Block the number and forward the text to 7726 (SPAM).  If you got a phone call and voice message, report it to your carrier as SCAM likely.  Here's some info on the scam.
