No, This is NOT the National Rifle Association, it is a scumball "debt collection company" called the National Recovery Agency.  Many people are blaming the National Rifle Association just because they don't do the research, or worse, hate guns,  and so wish to create a bad reputation for them any way they can.  The NRA (National Rifle Association) DOES NOT ROBOCALL.  These people answer the phone (when they do) with just "NRA" rather than their full name, National Recovery Agency, which further leads to confusion, because most people calling to see who it is hang up at that point without learning the truth.  They also sometimes answer (fraudulently) "National Rifle Association" and then try to get your credit card for a "donation," after which you are screwed.  They are being sued by hundreds of people for this.  They even call people such as I who have NO outstanding debts.  Do a little research, people, and stop claiming it is the National Rifle Association.
