Another Romanian here (Bucharest), I also got called by this number. It is apparently from Bangladesh:

Maybe they are doing phone number harvesting? I am almost sure this is some sort of spam/scam attempt.

ai dreptate, se pare ca apartine din zonei ce cuprinde estul asiei si serviciilor de telecomunicatii speciale, iar din cate vad e alocat unor telecomunicatii din italia, avand 13 in continuare.

sunt curios daca mai primeste cineva sms(spam) cu oferte de la carrefour si practiker, cel putin eu am primit o perioada si din cate stiu nu eram abonat la asa ceva iar nr era prea nou ca sa fi ajuns asa de repede in vreo lista, ceea ce ma duce cu gandul ca pe undeva se cam vand listele cu abonati
