they claim they shut down my laptop because my ip address was used illegally. Its telling me not to shut down but call this number stating its Microsoft IT..... Anyone know if this really Microsoft

No, it is not Microsoft.  It is a scam.

You do not mention how you received that message (call, text or a screen pop-up) but in any case, it is fake.  Microsoft does not monitor peoples use of the internet (although they do spy on  you "monitor your experience" while you use their software so they can "make a better product") , nor would they know if what you were doing was illegal.

They are contradicting themselves.  If they shutdown your laptop, it would be too late to then tell you not to shut it down.  They are not good at what they are trying to do (which is actually a good thing).

If the message you received was in the form of a pop-up, just to be safe, you should run a full anti-virus scan of your laptop (while not connected to the net).  Most likely nothing will be found, the pop-up was generated as an advertisement on what ever website you were viewing and did nothing to your laptop.  But is something is found make sure to deal with it right away.
