    This call came from an offshore (Switzerland) unregulated trading platform called 'High Apex Planning' (HAP)  I have gotten calls from them before from all the other provinces as well.  When I phone back, there is no response.  So, the numbers are not associated with any one company.  So, I assume it is HAP simply using rotating Canadian area codes they have purchased blocks of in each province, and like any other spam call, they just keep spinning off calls.
